when the flag byte is 0x16, it seems that the 0x1A action has only 1 byte, and the 0x16 is another start of action 0x16(I parsed 10 incorrect replays to find this out).
compare with flag 0x19, 0x1A(another 0x1A action), 0x22(1 byte cheat action or just the start of 0x22 block), I suppose that action 0x1A has 1 byte, the following bytes are other actions. It means the new 0x19 action since 1.15 has 13 bytes.
But I cannot explain why there could be 0x1~0xC for this flag.

Now I confirmed my pricinple!
with the dump plugin of w3hackit, I found that while playing game, 0x1A is sent as a seperated packet before 0x19. I think it probably means Change subgroup, and 0x19 means determine Subgroup unit
