Hello, I was wondering if there is an .bin file editor (Not the .bin dialog kind)

An example would be the files in StarCraft's .mpq  like tileset\AshWorld\dddata.bin I would think files like these would contain the doodad sprite images.

No, there is no dddata.bin editor, unfortunately.

I belive that those files only contain the data controling where a doodad is placeable. For example, the badland bridges must be placed on water and land, and the parts of the doodad that require land and the parts that require water are controled by dddata.bin.

It may contain other things as well, but I don't belive so. The graphics can be found in .grp-files and in the tileset files IIRC.

Get a good hex-editor if you want to edit the dddata.bin files... :p
